If a C4S studio offers 90 lift and carry videos and 60 of them are then illegally uploaded, that's no longer advertising; it leads to ruin. No producer would complain about minor violations, but when hundreds of videos are illegally uploaded, the situation changes drastically.

Furthermore, C4S naturally has a strong interest in preventing these uploads, since C4S earns 40%.

I also have to disagree with you about the studios' earnings. There are studios that regularly produce good videos, but sometimes it takes them two months to reach the payout limit of $150.
