Its not really that outlandish of an idea. After all, most new cellphones shoot 4k video now.

Cell phone cameras might shoot 4k video, but computer resources to edit that video are very demanding...and there would be absolutely no return on investment.

Cellphones are able to interpolate any resolution, but small sized CCD and bad optics can't shoot good quality video anyway, so 720p video from good cam will be better than 4k video from phone, especialy at indoor shooting.
